“Whom did you meet last year?” is the one that is correct. “Who” and “whom” are used to replace people. The difference is that “who” is used as a subjective pronoun whereas “whom” is used as an objective pronoun.
For example:1. Kelly was here. >>>Who was here? (‘who” replaced Kelly and he is the subject in the sentence).
2. They call Teddy every Sunday. >>>Whom do they call every Sunday? (“whom” replaced Teddy and she is the object in the sentence).
